Uthman Segawa is a highly accomplished Governance and Compliance Advocate. He serves as Director of Legal and Board Affairs and Board Secretary at the Public Procurement and Disposal of Public Assets Authority (PPDA), Uganda’s premier regulatory body. With over 19 years of dedicated experience in the public procurement sector, he stands as a leading expert in advisory, legislative reform, and compliance monitoring.
In his executive and governance role, Mr. Segawa is responsible for shaping the national procurement landscape. He drives regulatory standards through the PPDA Act, Regulations, Standard Bidding Documents, and Guidelines. He has been instrumental in significant reforms designed to ease the cost of doing business with the Government, including the relaxation of requirements for bid, performance, and advance payment securities. He also plays a crucial role in defending the Authority’s mandate by successfully representing the PPDA in courts of law.
Mr. Segawa possesses a strong academic and professional foundation, holding an MBA from the Eastern and Southern Africa Management Institute (ESAMI) and a Professional Qualification from the Chartered Institute of Procurement and Supply (CIPS). His legal credentials include a Bachelor of Laws (Hons) from Makerere University and a Postgraduate Diploma in Legal Practice.
He is an active member of several professional organizations, including the Uganda Law Society, the East Africa Law Society, and the Chartered Institute of Procurement and Supply (CIPS).
