ATMeN Applauded Mary Baine as ATAF’s First Female Boss

The African Tax Media Network (ATMeN) congratulated Ms. Mary Baine on her appointment as Executive Secretary of the African Tax Administration Forum (ATAF) in a statement issued on June 4, 2025, in Monrovia, Liberia.

Ms. Baine became the first woman and only the second individual to hold the position since ATAF’s founding in 2009. Her tenure officially began on July 1, 2025.

ATMeN Chairman Danicius Kaihenneh Sengbeh expressed optimism about Ms. Baine’s leadership and its potential to strengthen ATAF’s efforts to improve tax systems across Africa, advance domestic resource mobilization, and support sustainable development.

He said, “We look forward to working with Ms. Baine and ATAF to enhance transparency, accountability, and efficiency in tax administration, while continuing to tell Africa’s untold tax stories through strong media collaboration.”

ATMeN, which brings together tax journalists and communicators from across the continent, described Ms. Baine’s appointment as a milestone for gender representation in African tax leadership and a boost for tax journalism.

Sengbeh added, “ATMeN was established with her support, and I believe she will continue to grow this platform to strengthen tax messaging, compliance, and Africa’s development.” He also manages Communication, Media, and Public Affairs at the Liberia Revenue Authority.

Her past roles included Commissioner General of the Rwanda Revenue Authority and Permanent Secretary in Rwanda’s Ministry of Foreign Affairs.

ATMeN also recognized outgoing Executive Secretary Mr. Logan Wort for his exceptional leadership over the past 15 years.

“We are grateful to Mr. Wort for his strong commitment to ATAF’s mission and his role in elevating Africa’s position in global tax discussions,” Sengbeh said.

Mr. Wort’s legacy included the establishment of ATMeN, which ATMeN credited as a major step in promoting tax transparency and African ownership of the continent’s tax narrative. Sengbeh noted, “His belief in the role of communication made it a core element of modern tax administration in Africa.”

ATMeN wished Mr. Wort continued success and reaffirmed its commitment to working closely with ATAF under Ms. Baine’s leadership, building on the foundation they both helped create.
