Republic of Congo Joins ATAF as 45th Member, Strengthening Africa’s Tax Cooperation Agenda

The African Tax Administration Forum (ATAF) has officially welcomed the Republic of Congo as its 45th member, following the signing of the instrument of accession by Mr. Ludovic ITOUA, Directeur Général des Impôts et des Domaines, and its formal receipt by ATAF Executive Secretary, Ms. Mary Baine, during a ceremony held in Brazzaville.

Congo’s accession marks another important milestone in ATAF’s mission to strengthen tax cooperation, improve domestic resource mobilisation, and build more resilient tax administrations across the African continent.

Welcoming the Republic of Congo into the continental tax body, Ms. Mary Baine stated:

“ATAF is honoured to welcome the Republic of Congo as our 45th member. Congo’s accession strengthens our collective resolve to build stronger, more effective, and more resilient tax administrations across Africa. We look forward to working closely with Congo in advancing domestic resource mobilisation and ensuring that African countries continue to shape international tax discussions with a strong and united voice.”

Speaking on the significance of joining ATAF, Mr. Ludovic ITOUA, Directeur Général des Impôts et des Domaines, described the membership as a strategic opportunity for Congo.

“Congo’s membership to this organisation therefore represents a strategic opportunity for our country. It will enable the Direction Générale des Impôts et des Domaines to further benefit from training programmes, technical assistance, exchange of experiences and best practices developed within the African tax administrations that are ATAF members.”

Mr. François Breitzer MOUNZEO, Tax Policy Advisor to the Minister of Finance, also highlighted the broader opportunities that ATAF membership presents for Congo’s tax administration reforms and regional cooperation efforts.

“The Republic of Congo is proud to join ATAF and to work alongside fellow African tax administrations in promoting cooperation, mutual learning, and stronger revenue systems. Joining ATAF reflects our commitment to modernising tax administration, improving revenue performance, and contributing to a shared African agenda for fair and effective taxation.”

Congo’s accession aligns with ATAF’s broader strategy of expanding its continental footprint and ensuring that African tax administrations have access to the tools, expertise, networks, and technical support needed to strengthen revenue systems.

For the Republic of Congo, membership offers access to peer learning, specialised technical assistance, institutional capacity building, and collaboration on critical areas such as tax administration reform, transfer pricing, cross-border taxation, and international tax policy. The move is expected to strengthen the country’s institutional capability, improve domestic revenue outcomes, and deepen its participation in shaping Africa’s collective response to evolving global tax challenges.

ATAF remains one of Africa’s leading continental platforms for tax cooperation, bringing together tax administrations to strengthen tax policy, improve technical capacity, and amplify Africa’s voice in regional and international tax discussions. Through training, research, technical assistance, advocacy, and peer exchange, ATAF supports African countries in building effective and sustainable domestic revenue systems.

The organisation’s impact continues to grow across the continent. In 2025 alone, ATAF-supported interventions generated approximately USD 907.8 million in new tax assessments, with USD 685.8 million successfully collected. Since 2016, cumulative tax assessments linked to ATAF interventions have reached USD 6.0 billion, while collections have totalled USD 2.8 billion, underscoring the organisation’s growing contribution to strengthening domestic revenue mobilisation across Africa.
